Pre-Trial Services Release Status
Garrett County Pre-Trial Services is an alternative to secure detention. The Sheriff says its staff collect and analyze information for bond decisions, recommend conditions, and supervise people released before adjudication. Adjudication is the court process that decides a case. Because that process is still open, release to the program does not establish guilt, innocence, dismissal, or a sentence. It establishes that the person is outside the jail under terms while the case proceeds.
Conditions can include court appearance, testing, treatment, and remaining law-abiding. The exact set belongs to the court order and the participant’s program record. The public Sheriff Arrest Log does not display those terms. It may retain the original arrest card and later show RELEASED, but the card’s visible date is the arrest date, not a release timestamp. Use it as one clue, then confirm the court event and program route.
Verify Pre-Trial Release
The verification path is local and case based. Maryland’s state correctional locator does not list a county pretrial participant merely because the person once spent time in the Garrett County Detention Center. Search the record produced by the arresting and releasing system, then the case that authorized the community placement.

Pre-Trial Services Contact Route
The official Pre-Trial Services page is the best program source. The Sheriff administers the service from the same Oakland address used for the county detention operation. No separate public direct number or public participant search was documented. Use the detention or general Sheriff line and state that the inquiry concerns Pre-Trial Services, not a state parole case.

Staff may not disclose supervision details to every caller. An authorized participant, lawyer, or family contact should use the contact information printed on the release documents when possible. A public caller can ask whether the office can confirm a routing fact, identify the records custodian, or explain how to submit a request for an existing document.
Pre-Trial Court Release Record
Garrett County has separate District and Circuit Court offices in Oakland. District Court hears misdemeanors and certain felonies but no jury trials. Circuit Court handles the felony and jury path and transferred cases. A criminal matter may begin in one level and later appear in another. Request Pre-Trial Release Records

Include full name, date of birth if appropriate, case number, arrest date range, and the document’s likely date. Ask for the existing record rather than a custom account of the case.

Garrett’s PIA contact lists 301-334-8970 and a mailing route through the County Administrator at 203 South Fourth Street. Court records use the Judiciary request process, not the county PIA process. Ask each office for electronic copies and a fee estimate before work begins.
Maryland public-record rules allow protected details to be withheld or redacted while other portions may be released. Program supervision, health, testing, and personal information can carry limits. A narrow request for dates, legal authority, and publicly available status is easier to assess than a demand for the full internal file.

Pre-Trial Versus Jail Custody
The Garrett County Detention Center and Pre-Trial Services belong to the same local Sheriff system but represent different custody settings. The jail provides secure custody. Pre-Trial Services supervises approved people in the community before adjudication. A person can move from one to the other without the criminal case ending. The court file links those two phases.
The Sheriff’s current detention page says the jail also houses sentenced people and people awaiting transfer. That is why disappearance from a county jail source cannot automatically be called pretrial release. The person may instead have entered Home Detention, finished a sentence, gone to another jurisdiction, or remained in a different form of custody. Obtain the release type before assigning a destination.
A simple custody flow is: arrest → initial appearance → secure detention or release order → Pre-Trial Services supervision → court disposition → end or change of conditions. A new charge, violation, or court order can alter that path.
Pre-Trial Release and Detainers
A detainer or hold can prevent community release or produce a transfer after local custody ends. Garrett County’s former ICE 287(g) arrangement ended in February 2026, according to county and state sources. That policy fact does not answer whether a person has a federal or immigration hold. If the release sheet identifies ICE, use the official ICE locator. If it identifies federal criminal custody, use the federal court record and U.S. Marshals channels.
The program should not be treated as proof that all other custody issues are clear. A court may approve local terms while another lawful authority still affects the outcome. The Sheriff, signed release record, and receiving agency can distinguish a true Pre-Trial Services placement from a handoff. Never infer a transfer solely from online silence.
Pre-Trial Services Local Context
Garrett’s secure detention building dates to 1978, when the Sheriff says it was built for 22. The current page reports seven custody units and 72 general-population beds. Pre-Trial Services is a later community alternative within that local custody landscape, but the research supplies no participant count, annual release total, or public program roster. Jail capacity figures must not be recast as program figures.
This local structure gives Garrett County a useful distinction. The Sheriff can both operate the jail and administer pretrial supervision, while the court retains the legal case.
